About Ministry of Finance:
The Islamic Emirate of Afghanistan Ministry of Finance in particular the SOEs and SOCs Directorate General along with other stockholders is responsible for the efficient implementation of the law across the whole portfolio of 35-SOEs and 14-SOCs as soon is enacted.


As the SOC law implementation is comprehensive and contain multitasking reform process such as SOEs and SOCs Legal Status changes, Introduction of New Supervisory Board, Management Units, Updating of SOC Charters and many other Business development functions. It is clear that capacity building and possible structural reform within the SOCs and SOC General Directorate areas of the Ministry of Finance would yield better results, both in the operations and as a contribution to mitigating the fiscal risk from the SOEs SOCs.


Job Description:


This term of reference delineates the purpose and responsibility of the board members for SOCs’ financial affairs. The financial analysis specialist – board member will be recruited to support the BOD in assessing and analyzing the SOC’s budgets and financial plans, investments, acquisition, and all financial transactions in which SOC involves as part of its broader business strategy.

Roles & Responsibilities:


The roles and responsibilities of the financial analysis specialist board member are as follow but not limited to:


To provide regular and ad-hoc advisory to the SOC’s BOD and executive board on the financial operations matters.
Perform financial forecasting, reporting, and operational metrics tracking.
Analyze financial data and create financial models for decision support.
Report on financial performance and prepare for regular leadership reviews.
Analyze past results, perform variance analysis, identify trends, and make recommendations for improvements.
Work closely with the accounting team to ensure accurate financial reporting.
Evaluate financial performance by comparing and analyzing actual results with plans and forecasts.
Guide the cost analysis process by establishing and enforcing policies and procedures.
Provide analysis of trends and forecasts and recommend actions for optimization.
Recommend actions by analyzing and interpreting data and making comparative analyses; study proposed changes in methods and materials.
Improve financial system of SOCs.
Prepare financial strategies and policies.
Identify and drive process improvements, including the creation of standard and ad-hoc reports, tools, and Excel dashboards.
Increase productivity by developing automated reporting/forecasting tools.
Perform market research, data mining, business intelligence, and valuation comps.
Reporting to the SOC’s Chairperson and the Supervisory Board.
Other responsibilities and duties according to the Law on SOCs.

Job Requirements:


Education
Bachelor’s and master’s degree holders (finance, business, commerce) seven and five years minimum experience in Government agencies and with international NGOs relevant financial experience required respectively.
Knowledge of data analytics and reporting related to financial metrics.
Experience in handling of web-based management systems and QuickBooks, Peachtree, ERP or other financial software.
Proficiency in MS Office.
Experience
Prior GD-SOCs and Ministries experience and familiarity with its policies and procedures, particularly in the applicable job area, is an added advantage.
Financial academic studies or certification from a reputable institution is a distinct advantage.
Language
Fluency in Pashto, Dari, and English
