About Ministry of Finance:
The Islamic Emirate of Afghanistan Ministry of Finance in particular the SOEs and SOCs Directorate General along with other stockholders is responsible for the efficient implementation of the law across the whole portfolio of 35-SOEs and 14-SOCs as soon is enacted.


As the SOC law implementation is comprehensive and contain multitasking reform process such as SOEs and SOCs Legal Status changes, Introduction of New Supervisory Board, Management Units, Updating of SOC Charters and many other Business development functions. It is clear that capacity building and possible structural reform within the SOCs and SOC General Directorate areas of the Ministry of Finance would yield better results, both in the operations and as a contribution to mitigating the fiscal risk from the SOEs SOCs.


Job Description:


This term of reference delineates the purpose and responsibility of the board members for SOCs’ PPP and procurement specialist. The PPP Specialist will provide technical expertise on public-private partnership and procurement issues, long-term leadership for specific public-private partnership initiatives, and in-depth knowledge of PPP effective models execution in Afghanistan and economic growth opportunities. Also, he will represent SOCs during technical, management, and strategic planning meetings with private partners, donors, contracting partners, and other essential stakeholders.


Job Requirements:


Roles & Responsibilities:


The roles and responsibilities of the public private partnership and procurement specialist board member are as follow but not limited to:


To provide regular and ad-hoc advisory to the SOC’s BOD and executive board on the PPP and procurement operations matters
Identify, assess, and recommend potential private sector partners and partnership opportunities aimed at promoting job creation in all relevant sectors of SOCs operation.
Provide technical leadership for the design, formalization, and management of innovative public-private partnerships.
Identify opportunities for private sector collaboration to support skills training and entrepreneurship in Afghanistan local market.
Support the identification and development of capacity development programs for SOCs.
Conduct information sessions for, and coordinate, with key local investors.
Provide technical assistance to project stakeholders relative to the structuring of public-private partnerships and outreach to the private sector.
Maintain a database of public-private partnership activities.
Coordinate with local and international organizations, including government and non-governmental entities, to ensure PPPs are harmonized with other project strategies and activities.
Establish and manage private sector partnerships with matching funds to increase exports and create jobs.
Complete demand driven tasks identified by DG-SOCs, local governments and other investors or donors.
Reporting to the SOC’s Chairperson and the Supervisory Board
Other responsibilities and duties according to the Law on SOCs.
Procurement Management:


Maintaining relationships with vendors, including negotiating contracts and reviewing contracts for legal compliance
Reviewing procurement plans and effectively managing the resources.
Analyzing costs and recommending ways to reduce expenses by identifying opportunities for process improvement or technology enhancement.
Regularly review the supply chain processes for state owned enterprises and identify the potential risks.
Development of policies and procedure that will enhance SOC’s transparency, Accountability, and openness in procurement transactions.
Preparing reports on expenditures and analyzing trends in spending to identify areas of potential waste or abuse.
Conducting market research to identify potential suppliers who can meet the SOC’s needs.
Negotiating contract terms with vendors, including price, delivery schedule, and payment terms
Coordinating with internal departments to ensure that orders are processed correctly.

Job Requirements:


Education
Bachelor’s and master’s degree holders (finance, business) seven and five years minimum experience in Government agencies and with international NGOs relevant financial experience required respectively.
Knowledge of data analytics and reporting related to PPP and procurement metrics.
Experience in handling of web-based management systems and or any software.
Proficiency in MS Office.
Experience
Prior GD-SOCs and Ministries experience and familiarity with its policies and procedures, particularly in the applicable job area, is an added advantage.
PPP and procurement academic studies or certification from a reputable institution is a distinct advantage.
Language
Fluency in Pashto, Dari, and English
